Free Online PDF Form Creator (Fillable PDF)

Turn a PDF or a blank page into a form people can fill in. Click on the page to place text boxes, check boxes, radio buttons and drop-down lists, name them, and save. Your file never leaves your device. Make a PDF that people can fill in on screen. Open an existing PDF or start from a blank page, then place text boxes, check boxes, radio buttons and drop-down lists where you want them.

How to make a fillable PDF

Open a PDF, or start with 1 to 10 blank pages. Pick a field type, then click on the page to place it (or drag to draw it at the size you want). Use Select to move, resize or delete a field, and type a name for it. Press Save fillable PDF when you are done.

Honest limits: you add fields on top of the page; text already in the PDF is not changed. The fields use a plain look and the standard Latin font. There are no signature or button fields, and no calculations or checks on what people type, other than "required". To write the labels next to the fields, use Edit PDF first.

Common mistakes

  • Giving two fields the same name: they would share one answer. Only radio buttons of one group share a name, on purpose.
  • Forgetting to mark which radio button is selected at the start: you can leave it empty, but a group with two selected buttons is refused.
  • Expecting to edit fields that were already in the PDF: they are kept as they are.

Frequently asked questions

Is my PDF uploaded?
No. The page is drawn and the fields are added inside your browser. The new file is saved to your device.
Are the fields really fillable?
Yes. They are standard PDF form fields, so you can fill them in with a PDF reader such as Adobe Reader, Chrome, Edge, Firefox or Preview, and the typed answers are saved in the file.
What kinds of fields can I add?
Single-line text, multi-line text, check boxes, radio buttons (buttons with the same group name allow only one choice) and drop-down lists. You can give each one a name, a starting value and mark it as required.
What happens to form fields that are already in my PDF?
They stay as they are. This tool only adds new fields, and it will not let you reuse a name that is already taken.
Which letters can I use?
The starting text and the drop-down choices use the standard Latin font, so English, French, German, Spanish and similar languages work. Hindi, Chinese, Arabic and emoji are not supported there.
Can people sign the form?
This tool has no signature or button fields. People can fill in the boxes, and you can add a signature afterwards with Sign PDF.
