Free PDF Tools — Merge, Split, Organize, Images to PDF, OCR

Most online PDF tools ask you to upload your file to a server, which is a poor deal when the file is a contract, an invoice, a payslip or an ID scan. These tools do the work inside your browser instead, so the file stays on your device from the moment you open it until you download the result. Merge several PDFs into one document in the order you want, or split a long PDF into smaller parts by page range, by a fixed number of pages or one page per file. Rearrange the pages of a document, rotate the ones that were scanned sideways and delete the ones you do not need, with a small picture of every page so you can see what you are doing. Turn photos and screenshots into a PDF with the page size and margins you choose, ready to email or attach to a form. When all you need is the words in a picture, the text reader copies them out for you in English, Hindi or Marathi. Pick a tool, drop in your file and download the result.

Frequently asked questions

Are my PDF files uploaded?
No. PDFs and pictures are opened and changed in your browser and the result is saved to your device. The one exception is the text reader, which downloads its language data once (see its page).
Is there a file size limit?
There is no fixed upload limit because nothing is uploaded, but very large files use a lot of memory in the browser. Each tool shows its own limit and says so if a file is too big.
Can I open a PDF that has a password?
Not yet. Remove the password first with the program that made the file, then open it here. The tool tells you when a file is protected.
Will the PDF keep its quality?
Merging, splitting and reordering copy the original pages, so text and pictures are not re-compressed. Turning pictures into a PDF keeps each picture as it is.
